Windows Update error Error 0x80070659 running on a new laptop with W10 S

I have a brand new Acer laptop that came installed with Windows 10 S.   After getting it online the first thing I did was go out and do Windows updates.  Some updated did apply but I am getting the following error message:

There were problems installing some updates, but we'll try again later. If you keep seeing this and want to search the web or contact support for information, this may help:  Update for Windows 10 Version 1703 for x64-based Systems (KB4023057) - Error 0x80070659

I've retried multiple times and rebooted as well.  I've seen a couple recommendations doing a google search but these typically require a download of some sort which Windows 10 S blocks you from running.  I also went through the process of resetting the PC but I still am seeing that same error.  I feel like I am stuck with this.  Any recommendations?

Open Start > Settings > Update & security > Troubleshoot
Scroll down
Click Windows Update
Click Run the Troubleshooter

When complete, restart to see if the problem is resolved.

If that does not work, you will need to upgrade to Windows 10 Pro for free to run additional commands and fixes.

Then...

Open Start, type: CMD
Right click CMD
Click Run as administrator

Type each of the following then hit Enter

taskkill /f /fi "SERVICES eq wuauserv" (do this multiple times)
net stop cryptSvc
net stop bits
net stop msiserver
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
rmdir C:\Windows\SoftwareDistribution\DataStore
rmdir C:\Windows\SoftwareDistribution\Download

When complete, hit Enter, then restart, then try updating again.

If you have version 1709, download the updates from the page below:
