Windows 10 update error 0x80070013

This is the third time trying to install the latest update of Windows 10.  Update always fails after %45 progress returning back the message that update was failed due to a component cannot be installed and the error code 0x80070013.

In the forum I read several threads related with this issue. Almost all the solutions require to make some changes in the registry files or make some changes in system file.  Some other solutions requires downloading some softwares which are claimed to solve the issure automatically once downloaded and executed. Because I do not find such softwares reliable the latter is not a solution for me. 

I am a regular thinkpad user and not an expert on computer; I don't want to make any change in the system files by myself. I am afraid to ruin everything!

There are so many complaints aboout this 0x80070013 issue for several years. 

Why does not MS  launch a fix this issue?  If there is a fix provided by MS or approved by MS where can I find it.

Which version and edition Windows did you originally upgrade from?

Windows 7 Starter, Home Basic, Home Premium, Windows 8.0 Core, Windows 8.1 Windows 7 Professional, Windows 7 Ultimate, Windows 8.0 Pro, Windows 8.1 Pro
