Windows 10 stuck at Black Screen with Blue Windows Logo no spinning dots

Start PC, just as Windows attempts to load, press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

Do this twice

On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt . . . etc.

Please try each option one at a time, then see of Windows will boot . . .

Go to Troubleshoot - Advanced Option - Startup Repair
See if Windows startup can repair itself

Go to Troubleshoot - Advanced Option - System Restore
Check to see if you have a restore point you can go back to

If you do not have a Restore Point, go to Troubleshoot - Advanced Option - Startup Settings and click Restart
Upon restart, press 4 to enter Safe Mode
Once in Safe Mode, backup your data if you do not already have a backup
Open Device Manager and check to make sure all your Drivers are up to date
Reboot to see if Windows will start Normally

If the above fails, go to Troubleshoot - Advanced Options - Reset this PC
Choose to keep your files and apps, just your files or to keep nothing
Then start the Reset

How long did you wait?

Power on and off your computer three times
On the third time, your computer will boot into the Advanced Recovery environment
Click Advanced Options
Click Troubleshoot
Click Advanced Options

Click Startup Settings
Click Restart
Press (4) to Enable Safe Mode
Wait while Windows 10 starts in safe mode.
Log in

Boot to the Windows 10 desktop
Press Windows key + X
Click Device Manager
Expand Display adapters
Right click the current display adapter
Click Properties
Click Driver tab
Click Rollback driver if the option is available

If not
Right click the current display adapter
Click Uninstall
Check the box that says, "Delete the driver software for this device.”
Exit Device Manager
Restart

Go to Start -> Settings -> Update & security, then Check for updates and install any available updates.

I faced the same issue today [12-May-2018] after Windows restarted during update. It just stuck at rotating dots, there was some hard disk activity for initial 1-2 minutes and after that it went out.. and rotating dots continued.. i waited for 30 minutes or so... in trying to find a fix, I updated my PC BIOS, went to safe mode [there also it got stuck], opened PC and removed old firewire card, disabled peripherals in BIOS, disconnected all cables etc. etc.

Finally I tried to boot from a Windows USB install disk and when I pressed the boot selection key during BIOS boot, I saw that my primary SSD disk had somehow gone down in the list and old hard disk appeared at the top. I had moved my OS to SSD sometime back and my PC was configured to boot from SSD.

I chose the SSD in boot options and bingo! the Windows update screen appeared again from where it had restarted!

So the problem was somehow Windows update made some changes in boot sector that confused BIOS and it was not booting from the primary boot disk!

Please check if this is the problem, make sure you are booting from the right disk, you may need to go to BIOS and again select the right disk as the #1 priority disk to boot.
