WIndows 10 1709 Update: "Windows Setup could not configure Windows to run on this computer's hardware."

I have four computers, all vastly different that I've been upgrading to the 1709 Fall Creators Update.  On all but one, the update installed (using Windows Settings / Update & Security) without any problems, but on one computer, I keep getting an error message "Windows Setup could not configure Windows to run on this computer's hardware." at about the 42% mark of the installation (during all the reboots.)  When I look at the "Update History", it only shows that it "Failed to install on 20-Oct-2017" and when I click on the message, it only says, "Install the latest update for Windows 10: the Windows 10 Fall Creators Update."

I've tried five times, even cleaning out the SoftwareDistribution and re-downloading the package.  I've seen this same error mentioned during version upgrades, but the troubleshooting steps don't seem to help here as this is only an update.  This machine has been running Windows 10 flawlessly since I first installed it the week Windows 10 originally came out and have never had problems doing any of the other updates (big or small.)  It's currently running version 1703 with all other available updates.

I'm not seeing any specific error code number or even a mention of it in the system logs.  I can't even tell which component the update is having a problem with.  Device Manager is not showing any unknown devices or problems.

I've also gone to https://www.microsoft.com/en-us/software-download/windows10 and tried updating the computer from there with the same result.

I had the same error. What I did is uninstalling everything under "Internet Information Services" in Windows feature, then the upgrade works.

It seems the issue is caused by "IISAdmin" service:
