Possible Bugs/Issues with Update KB4284835

I restarted my laptop this morning to finish installing the update that came out yesterday. Over 12 hours later when I go to Start < Power, the options still have "Update and shut down" and "Update and restart". The update history indicates that the update was successfully installed. I restarted my laptop again tonight but it didn't say "configuring update...don't turn off your computer...." Both times after I restarted my laptop, I attempted to launch Outlook and a message appeared saying it couldn't start last time and asked if I wanted to start in safe mode. I did so, then closed and reopened Outlook and was able to get it to run normally. I closed Outlook both times before restarting.
The update and shutdown notice appearing even if the update is installed is an ongoing issue with Windows 10.

For a better answer, always include PC Specs, Make and Model of the device. Ensure all the latest quality updates have been installed.

After update, my computer just boots, fails, then reboots 3 to 5 times and ends with a black screen. No reverting to previous version, so essentially the computer is dead.

I am seriously considering to switch to Mac! 

I cannot even go to safe mode.
