KB4015217 update causes Windows Settings/Update&Security to freeze

Uninstalling KB4015217 fixes this problem, but also have to disable Update service to stop it from reloading. Not a good plan for future MS updates. Running W10 Home on Acer laptop Aspire 7551, MCU is AMD phenom ll  x4 N970, 4GB DDR3. With the Update & security panel non-functional it is difficult to perform recovery. Please note a complete refresh was done which took over an  hour and again once KB4015217 was installed the problem came back  Our newer desktop ASUS W10 home with Intel core i3 work Ok with this update and Settings Menu. MS you might consider moving the recovery stuff out of the Update panel into a separate menu.
