June 13 Update - 2018-06 Cumulative Updates for Windows 10 version 1803 for x64-based systems (KB4284835)
Was this caused by Upgrade to Verison 1803? Check at Settings>System>About.
If so you can roll it back to the older version at Settings>Update & Security>Recovery. Then hide it using the Hide Updates Tool here: https://support.microsoft.com/en-us/kb/3073930
If you had regular Updates cause problems you can uninstall them at Settings>Update & Security>Windows Update>Installed Updates at the Uninstall Updates link, and then hide them using the Hide Updates Tool.
You can also try a System Restore: http://home.bt.com/tech-gadgets/computing/how-t.... Make sure System Restore is always enabled with plenty of Disk space - 5-10%.
Otherwise you can go over this checklist to make sure the install is set up correctly, optimized for best performance, and any needed repairs get done: http://answers.microsoft.com/en-us/windows/wiki...
If any steps cannot be performed normally then try them in Safe Mode with Networking: https://www.digitalcitizen.life/4-ways-boot-saf...
Let me know if you don't even have enough functionality to do the above and I will give you more steps to work from the Repair Mode to Roll back Version 1803 or do a System Restore to get back before other Updates: http://www.tenforums.com/tutorials/3175-apps-re...
But remember that Factory or Upgrade installs are inferior installs which most enthusiasts won't even run because they'd expect endless issues. Consider doing the Clean Install in this link which compiles the best possible install that will stay that way as long as you stick with the tools and methods given: http://answers.microsoft.com/en-us/windows/wiki...
There is also an automated Refresh that reinstalls WIndows while shedding corrupting factory bloatware, saves your files, but doesn't clear the drive to get it cleanest: https://www.howtogeek.com/265054/how-to-easily-...
I hope this helps. Feel free to ask back any questions and let us know how it goes. I will keep working with you until it's resolved.
