2018-03 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4088776) - Error 0x80070002

I have been struggling with this issue for well over a month, It first started with the "2018-02 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4090913)". Now its update Tuesday and this months cumulative update (KB4088776) is doing the exact same thing.

I have tried all 5 of the steps provided by microsofts here:                            (More than once)

https://support.microsoft.com/en-ca/help/910336/windows-update-error-0x80070002-or-0x80070003

Finally, I have done a clean install of windows 10 three times now in the past couple of weeks, to no prevail.

After each fresh install. the exact same issue.

I am running Windows 10 Pro Education, Version 1709, build 16299.15.

After each install it seems to update no problem, but seems to only be an issue once I reactivate my Windows 10 Pro Activation key.

I gave up weeks ago, and was hoping my problem would simply be solved by the latest update, but that is not the case.

Any help and suggestions would be greatly appreciated.

Edited for clarification:

-------------------------------------------------------

The problem I had with 2018-3 and 2018-2 windows 10 cumulative updates was that the update would download, it would install, I would restart the computer as directed, but after that restart, Windows update status continued to indicate that a restart was required to install the update. Selecting power option after multiple restarts would keep showing choices "Update and restart" and "update and shutdown". The solution below has stopped the "you need to restart your computer to install the update" situations for both Feb and Mar 2018 cumulative updates.

-------------------------------------------------------------

The reply a month ago by Paul Sey fixed this month's update problem for me. It also fixed the 2018-2 cumulative update problem.

Link to his solution is here:

https://answers.microsoft.com/en-us/windows/forum/windows_10-update/error-0x80070bc2-during-installation-kb4074588/81379580-874d-483a-bfc7-d422a4f43022

You run the SC command as he describes, then restart.

No need for clean install.

Why this problem is occurring two months in a row is a different matter.

You said that you clean installed Windows 10 3 times and the issue doesn't go. So here I suggest you a working solution to this.

Reinstall Windows 10 on a new C:\ partition. During installation delete the C:\ drive and the System Reserved Partition. Now create a new C:\ partition from the entire unallocated space. Suppose your C:\ partition was 100GB and System Reserved partition was 500MB. So your new C:\ partition will be 100.5GB. Install Windows 10 on this new partition.

Here the real culprit may be the old System Reserved partition that you are using with the new Windows 10 installation.

After a fresh install everything would be fixed.
