Hi,
Thank you for being part of Microsoft Community.
Windows Update error 80070643 can happen for several reasons. The most common cause is a problem with the .NET Framework installed on the computer.
Please follow the below steps to reset the Windows Updates Components:
net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
3. Now rename the SoftwareDistribution and Catroot2 folder. You can do this by typing the following commands in the Command Prompt. Press the “ENTER” key after you type each command.
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
ren C:\Windows\System32\catroot2 Catroot2.old
4. Now, let’s restart the BITS, Cryptographic, MSI Installer and the Windows Update Services. Type the following commands in the Command Prompt for this. Press the ENTER key after you type each command.
net start wuauserv
net start cryptSvc
net start bits
net start msiserver
5. Type Exit in the Command Prompt to close it.
Please feel free to revert if you face any issues with Windows in future.

Hello,
Make sure .NET Framework 3.5 has been enabled on that computer as explained on the following article:
http://techbuzz14.blogspot.com/2014/10/how-to-enable-net-3-5-framework-in.html
If .NET Framework is enabled already, please repair .NET Framework:

Hope this helps.
Regards,
Alberto Morillo

I have tried this as well a restart afterwards and I still get the same error. After successfully re-downloading the update, it gets stuck at "installing 0%" for a few minutes and then produces the error.

Apparently the procedure didn't install the update, but only deleting the error message. After a while the error message came back.
Attempt to do the recommended procedure by Alberto Morello on Feb. 22, 2016 also didn't work out.
The error update list is now even getting two more additional updates that are resulting update error as follows:
Anyone got any idea to resolve the problem?

I ran into the same issue on SQL Server 2014 update KB3070446. Tried running it through windows update, ran the usual fixes of the Windows Update troubleshooter, fixing .NET, rebooting, and some more rebooting.
In a quest for a more detailed error message, I downloaded the KB I needed to install manually from Microsoft's website. After that failed (with a different error code), I clicked on the log link on the failed installation screen. According to the log, SQL server cannot be installed on a compressed target. On my system, that was "C:\Program Files\Microsoft SQL Server" and "C:\Program Files (x86)\Microsoft SQL server" (found in iterative failures of the installer). My C drive is a moderatly small SSD, so I have it compressed to save space.
To solve the issue, I had to disable compression on the MS SQL folders. I did this by right-clicking on each of the MS SQL Server folders and selecting Properties > Advanced, delesecting "Compress contents to save space", then "Apply changes to this folder, subfolder, and files" when the next window pops up. Note that I have an x64 installation, and have two program files directories. On a 32-bit system there will only be one.
To save time, I finished the update from my manual download rather than Windows Update. However, I believe applying this fix will also solve the issue if only windows update is used (no manual download). I had a second MS SQL security update (KB3194720) queued that succeeded once I fixed this.
I have pasted my initial failed log for reference. MS SQL incorrectly identifies my system as Windows 8, however, I can assure you that I am running Windows 10 Pro (build 14959).
