I suggest you run Windows Update Troubleshooter and check if it helps:
Windows Update Troubleshooter.
troubleshooting in the search bar.
View all on the top left corner.
4. ClickWindows Update.
5. Follow the on-screen instructions to run the troubleshooter.
6. Check if issue persists
I suggest you to proceed with method 2.
Restart the Windows update services and check.
a. Tap or press Windows Key + R, type services.msc and then press Enter.
b. If you are prompted for an administrator password or for a confirmation, type the password or click Continue.
c. Locate Background Intelligent Transfer Service and check the Status.
d. If the Status is stopped, right-click Background Intelligent Transfer Services, and then click Start in the menu.
e. Locate Windows Update and check the Status.
f. If the Status is stopped, right-click Windows Update, and then click Start in the menu.
g. Close Services.
The issue could be due to some third party programs. I would suggest you to boot the computer into clean boot and install the updates. Clean boot will eliminate
software conflicts that occur when you install a program or an update or when you run a program in Windows. You may also troubleshoot or determine what conflict is causing the problem by performing a clean boot.
