Version 1607 is actually an upgrade to a new version of Windows 10.  A search on "what's new in windows 10 version 1607" yields plenty of hits, including

https://technet.microsoft.com/en-us/itpro/windows/whats-new/whats-new-windows-10-version-1607

from TechNet.

Not Helpful. We are asking about a specific update not the general one of 1607!
