Start Menu Personalization Disabled

Everything is greyed out except for the "Settings". What happened? I did not change anything.

My start menu looked like this before this thing happened:

Then it became like this:

The file explorer became missing.

I need the File Explorer on my Start menu but I can't turn it back on. This is the second issue I have experienced since upgrading to Windows 10. The first issue isn't even resolved yet. Please help. Thanks.
