Windows 10 Personalization - Themes

I'm trying to update the desktop themes in Win 10 - when I go to the personalization page, select themes, my current theme is grayed out, and I cannot select, download or change themes.  There is a message on the page that "one of more settings on the page have been disabled by the system administrator".  I am signed in under the admin account and I cannot find a setting to change or to re-enable the theme settings.  Any ideas?  This is a single PC run in a home environment.

Are you able to log in to the Administrator account? If not, please do log into the hidden admin account that you have enabled, please follow the steps below:

  1. Click on Start.
  2. On the upper left corner of the Start Menu, click on the username (name of your account) and there would be a drop down box, click on Administrator.
  3. Once in the log in page, click on Sign in.
  4. Try to change the themes using the Administrator account.
