Hi! never tried this, but this might get your Recycle bin back. Let me know how things go! There may be a easier way and someone else may reply latter!
There is a way but it's tricky. So click start then click file explorer. Then in the address bar ( long bar to the right of the back and forward buttons that says quick access) type Recycle Bin. Then just to the left of the words you should see a little recycle bin icon, click and drag that to the desktop.

Hi
Open file explorer and at the end of the list in the left panel there should be the bin icon, right click and pin to start then click and drag to desktop. If you don't see it click view tab and click Options and from the box check \show all Folders.
