Microsoft IME not working [Windows 10]

I just formatted my computer to windows 10 and then upgraded to Pro about a week ago. I've installed the Korean and Chinese language packages, usually this would enable the keyboard, where you ALT + SHIFT and the keyboards change. However, its not appearing. I talked to the microsoft help desk, and they took me through the steps of upgrading to windows 10 pro (i had windows 8.1 pro, so it was free) and thought that perhaps might help fix the problem, however it did not. The problem was not resolved, and i don't want to download a program to do it, i just want Microsoft IME to work. any thoughts. 

Here are my settings.  Here there is a empty invisible slot in the taskbar, no idea why.

You may set the keyboard language as default and check if it helps.

1.Click the Start menu and select Settings.
2.Select Time & language.
3.Click Region & language in the left column.
4.Under Languages click the language you want as default and click Set as default.
 
Also I suggest you try this simple shortcut Windows key+ spacebar to change the language.
 
 (Applies to Windows 10 as well).

Changing the languages dost not change they keyboard, and Windows + SPACE does not work either.
