Windows 10 Tiles always revert to original state

Hi,

I just bought a new laptop with Windows 10 Home Single Language version 1709, OS Build 16299.248.

All functions are well and smooth, but I experience small hiccups on my Start Menu where the tiles keep reverting back to its original state after I made arrangements on them (unpinned & uninstall bloatware apps, and pinned apps that I frequently use). 

Every time I reboot the laptop, the new tile arrangements were gone and the unpinned apps return. 

I have tried Clean Boot and arrange the tiles in Safe Mode (with network), but no result. Can anyone help me please. Thank you in advance.

There may be an issue with the system files of Windows 10 and that can be the reason why the Start Menu tiles resets after rebooting the computer. We recommend running the Deployment Image Servicing and Management tool, and the System File Checker tool. These tools will scan for Windows 10's image and system files corruptions and will also attempt to fix those issues.
