Strange screen upon boot

Every time i boot up my pc i get this screen that displays right before my bios screen. Any idea what is causing it or how to get rid of it. It doesnt seem to affect my pc in any other way and everything loads fine. Just cant figure out what or why this screen is here.

I did just upgrade my pc and it wasnt doing this prior. Upgraded cpu to i5. Asus rog strix z390 e gaming motherboard and new pc case. Transferred everything over from previous pc to this one. Reinstalled windows from scratch and redownloaded everything back onto this pc. But it has still been here since first boot. 

Also updated bios and drivers etc. windows is up to date. Windows 10 if that has anything to do with it.

should also note that im not even fully sure of this is a wondows issue. But was hoping i could get some answers or even put on the correct path of how to resolve this. Reason i posted here first is because this screen didnt show up until after windows was installed.

I've had the same problem on my old motherboard.

Probably the motherboard is running on legacy BIOS only, and the gpu wants only UEFI. The quick solve is to disable the bios logo spashscreen (that is not supported) and then it will work fine.

The card is fine, the motherboard is fine, but there is this incompatibility about Legacy BIOS and UEFI. I've run it for two weeks (without artefacts since i've deactivated the sprashscreen logo at startup), then i've changed the platform for a modern one and they are now fully compatible.

It didnt work. It still showed the weird screen. Then jumped to the new splash which was a basic stripped down version.  Also checked and it shows its booting with uefi
