Windows 10: The User Profile Service service failed the sign-in. User profile cannot be loaded.

I have browsed the internet to fix this and not sure how.

This is for Windows 10

  1. I upgraded from Windows 8.1 to Windows 10.
  2. I created a new Local Account from Control Panel > User Accounts
  3. Additionally, I created a new Microsoft Account, and added to Control Panel > User Accounts
  4. Neither of them work, I just get the error when I try to login:

"The User Profile Service service failed the sign-in. User profile cannot be loaded."
