Have you set any password?
If yes, then perform the steps mentioned below.
a: Press the Windows key.
b: Then type Sign in and hit enter.
c: Now select the option When PC wakes up from sleep under Require Sign-in.

I'm having the same problem with my surface pro 3 as of late - no lock on sleep, whether I press the power button or the sleep key on an external keyboard... when waking up it shows my workspace as I left it instead of asking me for a password or PIN. I dug deep into all my advanced power settings and they definitely say "require a password on wake-up".
Please enlighten us how to fix this issue

I did this and it did not fix the problem. Windows 10 still does not require a login when the PC wakes from sleep.

I just upgraded to windows 10, and now my computer does not need a password when it wakes up from sleep. I would like to require a password when the lid of the pc is opened. Is this possible?

I'm really sorry about how Microsoft responded.
To use this, open Settings and go to the "Accounts" option. Then press "Sign-In Options." The setting "Require Sign-In" is the one you're looking for. In the drop-down menu, click "Never."
