how to set windows 10 guest account without password

How do you set windows 10 "guest" account to not use a password?  Have tried several suggested ways using microsofts usual options but they all seem to require that a password be set up.  The guest account is for several people in the organization that do not have emails or a regular computer.  I have set the computer up for an Admin and one other password protected account. 

When setting up the "Guest" account the password option always appear and says there is an error when I leave the fields empty, not just blank.  It will not let me proceed. 

This option was available on our old Windows 7 and worked extremely well for us BUT where is it today?

One web suggestion was to go into the registery BUT I will never try that method!

I think its now working partially anyway.  I've had to run the netplwiz 4 times and I think it has finally taken.

However, now the problem is that whoever last used the computer is the automatic sign-in option that comes up at power on.  Windows 7 at least used to show the various accounts so the new user could select which one they wanted to use.  I can only get to this option after signing in, usually as Admin, and going to sign out which finally gives me the 3 options.  Any way to get the options automatically at power on?  I know the users are NOT going to remember to "sign-out" when they leave the computer!!

OK, now after 5 or more reboots almost everything seems to be working.

For some reason on the sign-in page there are 2 "Guest Users" which seem to be identical BUT checking on this via Administrator only one "Guest User" appears in the list.  Can't seem to get rid of the extra one. Any Help Here?

Second problem now is that certain files and applications refuse to show themselves to the Guest User! The files, folders and applications all show they are being shared among all users of the system BUT are NOT visible or available to the Guest User. Any Help Along This Line?
