File Download Security Warning - WIndows 10

I am currently running windows 10.  If I try and open a website shortcut (.url) file from the desktop or Links Bar  on my desktop toolbar I get a File Download - Security Warning prompt.  This just started happening last week.  If I use the website link in to IE/Edge toolbar it does not give me an error.  How do I turn off the prompt?  I have looked everywhere I can think.  Thanks

Yes. It's due to a recent security update. But you can prevent the "security" dialog by setting the integrity level of favorites to "Medium". Ref: Fix Start Menu Shortcuts and Favorites File Download Security Warning
