change administrator in windows 10

I am giving my current HP laptop to a family member. I need to change the administrator in Windows 10 to her name & would prefer not to set up a MS account.  How do I do this please?
Hi Stacey,

By design, Administrator accounts cannot be renamed unless you do a clean install. Alternatively, you can create a new admin account under the name you prefer. Please refer to the article below on how to create a new administrator account.

Hi Rey,

Thank you for your response. I solved my issue by switching to a local account and used my sisters name on that. Then I signed into my Microsoft account on my new laptop.
