That means, I need their permission to close the port? 

I appreciate your response, but I just want to close it. I am under the impression that I could do it without contacting them, the problem is I don't know how.

I found the program using the port (s), I did not have to contact anyone, it is my computer, I do not need anyone's permission to stop programs that are running in my computer.
