Hi Johann,
Regarding your concern, you can definitely unblock a purchase for a kid. You can follow the steps provided on this link: How do I turn off family features?
Let us know how it goes.

Did not solve my problem. I get PUR-BlockedByFamilyPolicy. (And a varying number.)
However, I have no family, so no adults added, no kids and I never used previous installments of children security features. I have not been able to use the WinStore for over 6 months because downloading never worked. Instead I got the 'try again later' message. Or 'something unexpected happened'. (Very cryptic and meant to keep users dumb, I suppose.)
Only today the above message appears. So, Article ID: 10555 does not help.
Only apps I previously had installed already may be downloaded again, which I did after a reset of windows. I read just about all articles and tried the works, the wsreset/re-install, the cab file check that failed at varying percentages, the powershell fiddling of all types, in- and - outside the windows community.
I see nowhere any option to disable family settings.
