Windows 10 doesn't shut down or restart at all

As the title says, my laptop does not shut down or restart when I try to do so through the Start menu. I just go to the Start menu, press the shut-down symbol and then Shut Down or Restart, but my laptop does not react in any way. It does not shut down or restart, it just keeps running, unless I press the physical button to shut it down. The same thing happened when I tried to reset the laptop. The box saying that my laptop is being reset and is going to restart disappeared, but the laptop did not do anything else. I assume this was the part where it would be restarted, but nothing happened. I could use the laptop as if it dod not do anything. But I still could not shut it down or restart.

I have not found anything that was similar to my problem, and all that eventually could help, did not. Mostly because restarting the laptop would have been necessary, but does not work.

Run the Power Troubleshooter.

Power troubleshooter will automatically fix some common issues with Power Plans. Run the Power troubleshooter to adjust your computer's power settings. The Power troubleshooter checks things like your computer's timeout settings, which determine how long the computer waits before turning off the monitor display or entering sleep mode. Adjusting these settings can help you conserve power and extend your computer's battery life.

Press Windows key + W and type Troubleshooting.
Select Troubleshooting and click on System and Security.
Click on Power and follow the onscreen steps.
Also, place the system in Safe Mode and check if it works fine.

Restart your PC. When you reach the sign-in screen, hold the Shift key and select the Power button, and then select Restart.
After your PC restarts, select Troubleshoot > Advanced options >Startup settings > Restart. After your PC restarts, you should see a number of options. Press 5 or F5 for Safe Mode with networking.

Thank you for your answer, I really appreciate it. But sadly, it did not help. The Power troubleshooter did not find any problems, and I can not have my PC enter Safe mode- same problem as with resetting it. It just does not restart or do anything.

This maybe an issue with a system file being corrupt.
You can try a couple things.

Right click your start button and select Command prompt (Admin) to bring up elevated Command prompt.
In Command prompt type sfc /scannow and press enter.
Restart the computer.

If that doesn't work then try this,

Right click your start button and select Command prompt (Admin) to bring up elevated Command prompt.

In the Administrator: Command Prompt window, type the following commands.
Press Enter key after each command:

DISM.exe /Online /Cleanup-image /Scanhealth

DISM.exe /Online /Cleanup-image /Restorehealth

Important: When you run this command, DISM uses Windows Update to provide the files that are required to fix corruptions.
To close the Administrator: Command prompt window, type Exit, and then press Enter.
Restart your computer.

Can you try to power shut Down by passing power button for few second and start again.
