Hi,

I would suggest that you run the SFC scan and check. Here are the steps :

  1. Press Windows + X
  2. Choose Command prompt (Admin)
  3. Type sfc /scannow

Check if the issue persist.

I have had this exact same issue.  I called Microsoft, and spoke with a tech.  He remote controlled my PC and could find no issue.  I had previously run the SFC scan, and he did also.  I go to shutdown, and it says Program Manager is running.  You can either cancel or force shutdown.

I did some research online first, and it said the 'program manager' has not been used since Windows 3.  I have tried finding it on my PC but it is not listed as a program.  Thanks for taking the time to help us.

Just wondering if anything new had happened in regard to this issue.  Mine went away for a few days but popped up again last night.

I do have a question, are you running Logitech Setpoint out of curiosity?

I ended up taken my system to Staples Easy Tech and there were ten computers with the  same problem. I upgraded from the Windows 7 Professional version and through the ability to partition (going back to the original settings on the computer) they were able to reinstall the upgrade. I did however have to reinstall the programs I purchased from the time I first purchased the computer. Not sure if this will help but that how I solved it, I'm not a computer guru.

Could you let me know if you have a Logitech device and Setpoint installed?  There is something I am looking into but I need to know if anyone with problems is running it and what version you have.

I have the same problem after upgrading from Windows 8.1 to 10.

I also have Logitech devices on my PC (mouse, keyboard, webcam and remote control) and SetPoint installed (Version control center: 6.67.82 / Driver version: 5.90.41).

Hope this helps!

Okay, now that I know that it helps.  I'm going to try this today.  I did some digging, and I mean digging the past few days.  The ONLY thing I could find is that Program Manager is affected by Logitech Setpoint.  The resolution involves uninstalling Setpoint and rolling back to version 6.32.

I'll do this and see if it works.  Feel free to try it yourself.  This might resolve it, as I searched so many Google threads but I read someone on the Logitech boards mention it.  I can't seem to find anything otherwise that even remotely causes this problem after the upgrade to Win 10.

Mebbe...:)

There was another post that mentioned it besides that one.  At this point, eh, no harm in trying it.  Worse case it still happens and we need to figure something else out.

I uninstalled the most recent and installed 6.32 this morning.  I'll give you an update once I have a chance to try it a few times.

Thought I had it.  I shut down 3 times with no issue to test.  This morning, though, popped back up.  Even with rolling back the Setpoint.

I'll admit that I am stumped again.  I don't know what to do from here.
