Protect Yourself From Tech Support Scams
Tech support scams are an industry-wide issue where scammers trick you into paying for unnecessary technical support services. You can help protect yourself from scammers by verifying that the contact is a Microsoft Agent or Microsoft Employee
and that the phone number is an official Microsoft global customer service number.
The previous update you've installed could be the cause as to why you encounter this issue. We would like to ask for additional information. Please provide the following:
Which build of Windows 10 are you using? To know about it, hit
Start, type Winver and then press
Enter. You could also press Windows Key + R, type
Winver into the
Run dialog and press Enter.
Were there any changes, and newly installed applications on your device that may have affected your computer's performance?
Can you tell us what troubleshooting steps have you done so far?
Furthermore, we suggest that you disable the Hybrid Shutdown manually. Here are the steps:
Go to Control Panel.
Select Power Options.
On the left side of the window, click Choose what the power button do.
If in case it is needed, click Change settings that are currently unavailable, under
Define power buttons then turn on password protection.
From the enabled options, under the Shutdown settings section, uncheck
Turn on fast startup (recommended) checkbox to disable Hybrid Shutdown. Click Save changes to save.
Try to shut down the computer once again.

I too had this problem, but somehow I managed to tackle with this. In case your PC is new then I would recommend you to get it exchanged or tested, that being said, Sometimes windows installation goes wrong as a result it may forfeit some functions to respond.
If your PC is around there for a while then you can execute some method listed below. Get away from any easy tricks to resolve these type of issue, this may make the situation make worse. The above method most of the time doesn't work. Have you tried shutting
down by pressing a physical power button? If no then try it maybe it needs that sort of shutdown. From what instances you are facing such problem?. If you still don't know, then there are some more ways to solve
shutdown problem which are worth a try.
