Windows on perpetual login screen

My computer is in a perpetual login state. I start windows 10 up, the login screen appears, I enter the password, and it says "welcome"  forever. I think that had something to do with windows trying to do an update when my battery died, but I'm not sure. What do I do?

How long did you wait at Welcome?

I'm sorry to hear that. Please try to enter safe mode.
On the login screen click on the Shut Down button> Before clicking on Restart hold down the SHIFT key
You will enter the Windows recovery environment
Go to Troubleshooting> advanced options> startup settings> Restart
In the options presented select F4 to enter the safe mode

In safe mode you can create a new user profile

Go to Windows + R, and type: control userpasswords2
Click Add> Sign in without a Microsoft account> Local account> Next. Next you will be at the user accounts screen and click on the new user
Properties> Group membership> Administrator> Apply and OK;
To access the new user, go to CTRL + ALT + DEL> Change user.
