win32k power watchdog timeout blue screen

My laptop goes to a black screen with just a cursor showing.  Eventually the cursor goes away and then the blue screen comes up and reboots.  From that point everything seems to be okay until the next time it happens.

That is one of the very less documented Bugcheck codes. I suspect it is related to the graphics driver.
Win32k did not turn the monitor on in a timely manner.
Completely remove everything using DDU and install the newest copy of the driver available.

You can head either to Display driver or the manufacturer of your device to get the newest driver.

I am having this same issue.  My surface pro 3 seems to blue screen almost every time I leave it on overnight.  I leave it plugged in and powered up and I wouldn't expect this.  But almost every morning when I come in to work, the screen says that the PC ran into failures or what not.   This also happens when I put it into sleep mode and let it sit idle for a long time.  I just recently started checking the errors and it says win32k power watchdog timeout blue screen.

Same issue on Surface Book 2 using Surface Dock. Did not happen prior to the 1809 update after which it has occurred twice.

Surface Book 2 not joined to insider programme and both Surface Book 2 and Surface Dock have all firmware and software updates.

We are experiencing the same problem with Surface Book's but only when the dock is connected to two 4k HP monitors, when connected to 4k Dell monitors the systems boot fine. 

The issue is present even without the Surface Book base. 

Key Facts

  • Running Windows 1803
  • Latest firmware and drivers from Windows Update
  • Latest firmware for Surface Dock
  • Bluescreen occurs only when powering the device on with the dock connected
  • Also only occurs when the dock is connected to HP screens - Model Number HSTND-5031-L
  • Does not occur when dock is connected to Dell monitors - model number P2415Qb
  • Does not occur when HP monitor is connected directly without the dock
