What is LockApp.exe?

2 weeks ago I installed WhatPulse, a program that tracks usage statistics.  It tells me I've been running lockapp.exe around 35% of the time my computer is on.

What is lockapp.exe?  Searching for it tells me that it's an official Microsoft application, but why is it running all the time?  I shut my computer down every time I'm done using it so it can't be some idle process at the lock screen.

It's safe. LockApp.exe is part of Windows and is the Default Lock Screen app. From a look at it, it may also have something to do with the "Hi. We've made some updates to your PC..." screen you get after feature updates.

Very unhelpful. You ask something like, "What is svchost.exe?" and you get a response like, "Viruses and malware disguise themselves as svchost.exe. You should run a full scan."
