Unable to run some apps or app setups Win 10 Build 17677

Same applies with build 17672 and 17677

AMD x64 system

Many non-Microsoft apps and app setups are erroring out with 0xc0000005 errors.

This recurring after second full clean reinstall, and redownloading the build. SFC run, no violations. 

I've set the registry DisableAvCheck Dword to 1 and rebooted.

Avast Free Antivirus won't run or reinstall. My VPN client won't run or reinstall, utorrent and bit torrent won't run or reinstall.

I've also set HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Windows\AppInit_Dlls Dword as 1.

Still get 0xc0000005 errors. Hasn't happened before on any Win 10 builds, so something needs sorting urgently somewhere.

try defender

VT&P>>ransomware

turn off folder control access 

defender

app & browser

set all to warn

restart pc

I've uninstalled 17677 and reinstalled 17074 until Microsoft sort this problem.

Controlled folder access was off, so not the cause. I was not prepared to try setting apps and app setups as exclusions, nor in DEP. Never had to before so not exactly sure what Microsoft are up to. Unless they have set out to prevent any non Microsoft recognized apps from running.
