Service host for Windows processes(Svchost) is a windows component that usually runs when Windows is doing a background task.
1. Are there Windows updates being downloaded?
2. Any backup stuff?
You can scan the system either using malware bytes free or windows defender offline:

Right click that process of SVCHOST.exe and select open file location.
Does that open C:/Windows/System32?
When you hover over that file in Windows Explorer, does that say Company Microsoft corporation?
Beginning with 16299 i.e. 1709, you can say svchost has been broken into parts and there would be no actual bigger svchost running like other previous versions which looks like in your case.
