Stuttering games since more than a year ago

This is my PC I built since August 2017: https://pcpartpicker.com/b/2Cw6Mp

I made post on many places like this

AMD: https://community.amd.com/thread/238265

https://community.amd.com/message/2917295

Nvidia: https://forums.geforce.com/default/topic/1151378/geforce-drivers/stuttering-in-almost-every-game/

I thought Is a problem of each game, I posted on the forums like Bethesda: https://bethesda.net/community/topic/330544/stuttering-on-new-orleans-sas-machine?language%5B%5D=en

I contacted with them via costumer support and nothing helped me.

I've read about a Windows Standby memory issue, and I use Intelligent Standby list cleaner but the problem persist.

The games stutters, for example Wolfenstein II, Counter Strike GO, The Witcher 3, and many more, I tried EVERYTHING POSSIBLE in my hands, changed the CPU for another one (the same model Ryzen 5 1600) with the Warranty, I changed the PSU, MOBO, SSD, HDD, RAM for another kits of the same model. Fresh Windows install, Windows 10 May 2019, compilation 18362.175, latest drivers, bios, install and uninstall using DDU, stock/OC settings on UEFI, enable disable services, on/off v-sync, game tweaks, enable/disable high precision timer, Game DVR, and the endless list continues.

I'm trying to sell my RAM and GPU to get another differents, like Patriot Viper RGB and RX VEGA 64 respectively, but I think is a software Issue, but it seems nobody is responsible for this.

As I said, I've read a lot of post on Internet, like this:

Tried many solutions as be possible, some users could fix it but I can't.

My own examples of stuttering on video:

Finally the last and most annoying stuttering on Wolfenstein II: https://www.youtube.com/watch?v=6baSxFDvHXM

This is my RAM SAFE settings (I can only reach 3000 MHz):

Since you have exhausted so many options, I think the best option you can try is to file a bug report so the engineers are aware of this issue.

send me the short link so I can vote on it and bring it to the attention of the Windows engineers.

Is obvious that I have the most recent version, for some reason it says April, but is the May bios, check the bios version 4801, This is the BIOS that I have installed.

Please stop saying the most basic and obvious "fixes" that I already did. I need someone from Microsoft that read this and take action, it's a software issue, specifically a Windows or Nvidia or both.
