Fan noisy and overheating - HP laptop with Win 10

If the PC is within a year's purchase I'd use HP Support to get the overheating problem resolved before warranty is out.

Besides the compressed air to clean the fan ports, you may need to replace the CPU heat sink thermal paste:

Test for overheating by installing CoreTemp to monitor temps from the System Tray. Set overheat protection to Sleep or Hibernate if it reaches Core Max temp which it will calculate for your processor. See here:

By far, the two most common reasons for overheating and therefore fan noise are, in order:

1- Too much dirt, dust and who knows what else inside the case. Open the case and carefully clean out all that junk. You could be housing an entire civilization in there.

2- Your computer has been successfully penetrated and is now doing work for someone else, like crypto-mining, brute-forcing passwords and converting torrents.

It is obviously normal for the machine to run hotter when the clock speed of the CPU is higher and is pulling more power\watts.. The clock speed is normally lower when the battery is not fully charged..

In addition to thoroughly cleaning it as mentioned, you might investigate as to which GPU is being used to play the videos..

Your Intel CPU Chipset includes an on-board Graphics Processor, Intel® HD Graphics 3000, in addition to the AMD Radeon HD 7690M... Your CPU\Computer may generate less heat if you change your settings to use the Radeon for Video, if not set that way already..

My HP ProBook has something called "Switchable Graphics" that allow you to set the default GPU for specific functions like gaming and Video.. You should have something similar..

Actually my laptop is at least 10 years old, so there's no warrenty anymore. 

Fan speed is not always the same, but obviously it changes according to temperature.

I already used CoreTemp to monitor temps and CPU frequency and power: that's where I got those data.

To be honest, I'm afraid of opening it to replace the theraml paste even though it may be one of the problems.

Anyway, I can state the fan has never been so noisy like before in these days. Hope I managed to solve the problem, even if partially.

I wanna renew my question:

Since the results seem to be the same, what kind of difference would there be between setting the value of "maximum processor state" in the "Power Options" at 79% or 98%?

I really wanna try to switch from Intel to AMD Radeon GPU, but Idk how!

I tried with AMD Catalyst Control Center, setting max performance and forcing some apps to use the AMD GPU, but nothing has changed. Maybe I get something wrong, so if you can help me I'll appreciate it. 

I just want to do some tests and try to see if something actually changes. I'm sure the AMD Radeon never works in my daily use, as I'm keeping an eye on it through the AMD System Monitor.

Even though my laptop has settings to select the Intel or AMD, I have never tried to isolate a specific App.. I can only suggest that you try to force it to run with the Apps\Players for your videos..

In the new versions of Windows 10, Taskmanager has Tabs for the GPU that may help..

Something you might try if you have not already might be to use a vacuum to try and clear the airways in your laptop.. Not just the fan output, but the vents for the intake.. I know if I am not careful, I at times end up blocking the intake vents with my legs or chair cushion..

First off, no one should expect a 10 year old laptop to run well if at all. I am expert at keeping older laptops running fast with the best possible Clean Install, but I'd never expect one to run longer than 10 years and more like 7 years average over all the ones I've owned.

If the fan is making a noise then you can replace the fan if the part is available in a search of the HP parts website. You can adjust Max Power State to try to get it to run as necessary, balancing between good performance and the needs to reduce heat or fan noise.

I gave you a way to control fan speed which could also make a difference here.

On the oldest laptops where all dust is cleaned out and fans are running correctly, which still have high CPU temperatures, since the laptop is old and needs to be junked otherwise, what I do is a project to disassemble following videos and tutorials which are always avaialable for almost all models on the internet, replace the heat sink paste, carefully reassemble to see if it fixes the overheating. This is too expensive to have a shop do it, but since the laptop is so old if it suffers a failure you have not really lost anything since it's already essentially needing to be junked. I have saved about a dozen laptops this way that went on for another few years. But you need to be realistic that a ten year old laptop is over a hundred years old in human years.
