Drag and Drop not working in Windows 10

Have W10 Creators Fall update

Can highlight text but  cannot drag and drop

1. text in Word 2010 (Options/Advanced/Editing/"allow text to be dragged and dropped" is checked. Unchecked and rechecked did not fix.

2. text in Notepad

Also in Outlook 2010, can select an email but cannot drag it to any folder. Error Message says "Cannot find this file. Verify the path and file name are correct" .

In all cases Ctrl-X and Crtl-V work fine.

D&D of text works perfectly in WordPad.

These online suggestions do not work

1. tap Esc key

2. tap Ctrl-Windows Key-Alt

3.disable UAC

Hi,

This issue can be due to possible software conflicts during the process of installing the update. To isolate your concern about your concern in Windows 10, we suggest that you perform a clean boot to determine the problem. You may follow the steps provided in this link.  

After performing the steps, refer to the section How to reset the computer to start normally after clean boot troubleshooting on the link to start the computer normally. If the program works, you may proceed in determining the cause of the issue by following the steps on the link under More Information.

Did the clean boot and problem still there. didn't go through the "determining the cause" by gradually disabling each MS service seemed laborious and even if I nailed the problem service not sure I could manage another solution. This has been an ongoing issue on my desktop computer since the Anniversary update till finally Creators update. A film scheduling program I use on a regular basis virtually stopped working. Lucky my laptop W10 version kept me going.

I'm either going to do a total reinstall of a clean W10 or buy a new computer. Radical, but necessary.

No good. Have done this previously. Just noticed in Adobe Acrobat X I cannot drag and drop thumbnails to reorder pages. This is a new problem and obviously a serious mess up with the Windows 10 updates that affects the whole drag and drop feature across multiple apps. There is some deep programming code that has been affected.

However in Excel I can drag cells around but DnD doesn't work in the address bar.

I'm using office 2010 and as a last resort will upgrade to 2016. I doubt this is a fix. Next is a new laptop computer and a clean W10 install on this desktop- need a laptop replacement anyway.
