Windows 10 can't install .net framework 3.5

I bought a game recently that required .net framework 3.5, and prompts every time i try to start the game. I tried to skip the download but it immediately shuts the game down, so I click download and it tries to download. When it gets to the end it tells me that it cannot be installed and that windows could not locate the specified files with the error code 0x80070002. I have tried downloading the installer for it from microsoft.com, restarting my computer, and using the programs and features to manually toggle it enabled. Each attempt giving me the same error message. I have since had to put in for a refund for the game because I simply can't play it. Does anyone have a solution that works?
