Registry Entry Won't Stay Decimal - Windows 10


I am using Photoshop CS4 and the User Interface is very, very small...a known flaw in the program.

One of the workaround was published by Dan and can be seen here.

Part of the workarounds is to create a new Registry and change the Value to 1 and the Base to Decimal.

Problem is, the Base entry won't save as Decimal.  Instead, it keeps changing back to hexidecimal.  

I looked at permissions and all seems good.

How can I keep the Base setting as Decimal?
