Missing "open with" options after updating to Windows 10 1803

Couple weeks back I upgraded to the April 1803 update for Windows 10.  Now when I right click a file and go to Open With, I don't get any option to use an app on my computer.  All it lists is Notepad, Wordpad, or choose an app from the Store.  None of those are helpful.  Used to have a link below those to search for an app locally.

I'm trying to set .tsv files to open with Excel.  Using the settings to change the default program gives the same results.  What a screwed up release this was!

How do I get this search for an app locally back in my Open With options?

See this article for instructions how you can fix it:

If that does not work...

A third party Shell extension might be causing this...

Download Shell Extensions Manager by NirSoft.
http://www.nirsoft.net/utils/shexview.html

Launch shexview.exe
Run taskmgr.exe (Task Manager) and kill all explorer processes (in the "Details" tab).
Disable all extensions in Shell Extensions Manager (select them and choose "Disable selected items").
Run explorer.exe from Task Manager > File > Run new task.
Check if the behavior is fixed. If it is, then continue, otherwise, reenable all extensions previously disabled and continue looking for an alternative solution as this one will not help you.
Enable some extensions starting with those you think are unlikely to cause an issue (in my case it was a "Context menu" extension from Boxifier), and repeat steps 3-6 until you have found the culprit.
When the culprit is found, just leave it disabled and the issue should be solved
