In general, yes, you can . the fact that they are 32-bit is irrelevant. Both 64-bit Windows 10 and 32-bit Windows 10 can run 32-bit programs.

Can older programs can run on Windows 10? In general yes, but there are occasional exceptions. Some older programs, mostly some utilities and games, will not  run on Windows 10.

Did you have other questions? The other answers provided are correct.

You can run 32bit applications on a 32bit machine or a 64bit machine.

However, you can not run a 64bit application on a 32bit machine.

64 bit machine will not load and install a 32 bit program without a 32 bit emulator. 64 bit Windows 7 had an available windows XP mode one could install to load and run older applications. My question was availability of a 32 bit emulator mode for windows 10.

32bit applications will load and install on a 64bit machine without an emulator. The problem can come in old applications that do not support the newer operating system for various reasons. Also, some older games do require an emulator.

If you right-click on the program, you need to make sure it is not a shortcut to the program. if it is a shortcut you can right click and choose "open file location". Then right click the program, then click properties then go to the compatibility tab.

Then check the box next to "Run this program in compatibility mode for:". Then choose which OS version to run it in compatibility mode for. You may also need to change the other settings below this depending on the application.

What application are you trying to run? What error is it giving you?
