How do I enable JIT debugging on windows 10?? help!

Hey! I need some help with windows 10 x64 system... i downloaded a program to convert video files, but when i start converting I get this error, http://i.imgur.com/yYEAtjq.png

So I found topics saying to go to "tools" but on my computer I got no tools.. so i need to enable Just-In-Time thing. please help.
