Windows 10 wireless download speed is slow. How do you fix this?

I Googled this and done what the others posts have said.  I have done this:

Go to Settings > Update & Security > Windows Update > Advanced Options and then change the "Choose how updates are delivered" setting to one of the following:

Turn off the p2p file transfer completely
Limit the p2p transfer to PCs on your local network

I have downloaded and run the wushowhide utility yet my download speed is still horrible.   5.1 mbps and 4 up.   Why?   How do you fix this? 

And no, it is not the wifi driver, I have downloaded the latest and greatest from Dell.

This issue might occur if some of the network setting got corrupted.

I suggest you to run Incoming connection troubleshooter and check if it helps.

Follow the below steps:

1) In the search box, type ‘Troubleshooter’, and then click ‘Troubleshooting’.

2) Under ‘Network and Internet’, click ‘Incoming connection’

3) Follow the on screen instructions.
