Proxy settings not displayed - Version 1703

Proxy setting screen reflects no values and does not allow values to be set.

I can go and add values to the various input box, i.e Script address, Proxy server address, the hit Save and as soon as I navigate away from the page and then come back the input boxes are blank.

If I try to configure the proxy via the Internet Options in Control Panel, again, I can fill the input boxes and make any choices for configuration but I cannot save, hitting the OK button does nothing. The window remains open until you hit cancel. 

I have four Window 10 boxes. All are behaving the exact same. All are on Version 1703.

Problem resolved. 

WinHttpAutoProxySvc was running. Once that was disabled, the ability to see and change proxy settings returned.
