New Edge Browser and Chrome do not work on my Windows 10 PC

First Edge, then Chrome.
I'll give you everything that works to fix Edge so at least something will work:
Back up your Favorites first in Edge Hub (three dots top right of browser) > Favorites > Manage Favorites > Export to file. If you can't reach Edge you can install the tiny app Manage Edge Favorites here: http://www.emmet-gray.com/Articles/EdgeManage.html to do this, which also gives Edge all of the Favorites Management enjoyed in Internet Explorer.
You can reset new Edge in Edge Settings > Reset Settings, or for old Edge in Settings > Apps > Apps and Features, scroll down to Microsoft Edge, highlight it, choose Advanced Options, then Repair, or if that fails, Reset.

If that doesn't fix it then Reinstall Chrome:
Right click empty area of Task bar to open Task manager.
If necessary show More Details
Under "Processes," look for "Google Chrome" or "chrome.exe."
Click it, then click End process.
Then go into C:\Program Files and C:\Program Files (86) to find the Google folder and delete the Chrome Folder.

On the View tab of File Explorer then tick Hidden Files, open C:\Program Data to do the same.
Go into Start > Windows Settings (gear icon) > Apps > Apps & Features > Google Chrome > Uninstall.
Restart PC to reinstall Chrome from fresh download here: https://www.google.com/chrome/
If nothing else helps then run a Repair Install by installing the Media Creation Tool and choosing from it to Upgrade Now. This will also bring it up to the latest version 1909 which you need anyway by the most stable method. http://windows.microsoft.com/en-us/windows-10/m...

So for the first part of your post. I tried resetting Edge using the settings in the browser but when click on settings after hitting the three dot button, nothing happens. So then I tried re-registering the app. On the website I tried option number 2 of re-registering a specific app. I copy and pasted this command into command prompt

Not sure if I may just being using an incorrect command or not.
For Chrome I followed all the steps of uninstalling and reinstalling, but still does not work. One thing I did notice in the ProgramFiles x86 I saw a Chromium folder. Do you think I may need to delete that and somehow reinstall that? Because Edge only stopped working when it switched to Chromium and I believe Chrome uses it as well. Thanks for responding. I appreciate the help.
I also have two more bits of info that might help with the search for a solution.
So for Chrome, I have a temporary solution if I rename the file "Chrome" to "Chrom". When I run "Chrom" it runs fine, but only lasts until I turn off my laptop. When I turn it back on my pc does not recognize "Chrom" so I have to reinstall Chrome and rename it.
Second, I have hotkeys on my laptop that change the brightness of my screen or the volume etc. and I have an fn key to be able to use the f keys because it uses the hot keys as a default. However, my laptop randomly changes this setting to where the f keys become "primary" as in I do not have to press the fn key to use f1 but I have to press fn to change my brightness. So I have to restart the computer and go into the UEFI settings to enable the hotkeys. This happens when I turn on/off my pc but sometimes the setting stays consistent for a day, up to a couple of weeks before the setting changes on its own. I've read that this might be a battery problem but I don't know. I'm not looking for a solution to this problem, but just wanted to throw it out there in case if it might help with the Chrome/Edge problem.

I think if I had these problems I'd replace the CMOS battery, reset BIOS to defaults, wipe the hard drive/SSD and do the gold standard Clean Install in this link which compiles the best possible Install of Windows which will stay that way as long as you stick with the tools and methods given, has zero reported problems, and is better than any amount of money could buy: http://answers.microsoft.com/en-us/windows/wiki...
The reason I suggest this is that no one who has adopted the install in the above link has ever come back to report further problems I've seen, including another version failure, or problems as intractable as we ever see here. This is because everything in Windows 10 is dependent upon the quality of the install, especially Version Updates which will choke on lesser quality installs. Whether we like it or not, this is where we are in Windows 10.
