You could use this fix from the tenforum to reset & re-register Spotlight:

It may take 24/48 hours to update the pictures.

First of all, make sure the latest version of Windows 10 is installed:
Go to the following page then click 'Update Now'

If updating does not resolve this issue, here are some other things you can try.
Option 1:
To reset Windows Spotlight in Windows 10, please follow the steps below:
Open the Run window by pressing Windows+R keys and then select a user.
Type in regedit and hit Enter to open the Registry Editor.
Once in, navigate to HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Lock Screen\Creative, then select the user.
In the right pane, look for CreativeJson key and double click it.
Normally, this key have a long string of parameters in the Value field. If the value field is blank, then the value has to be changed.
Click on the Value Data field. Tap Ctrl+A to select all the hidden elements in the Value Date field. Press Ctrl+C to copy and paste it in Notepad.
Look for feedbackprovided, probably in the fourth line and set the value to false.
Once done, press Ctrl+A to select the entire string, copy it, and then paste it back in the CreativeJson field.
Option 2:
Click Start > File Explore > This PC
Select the View tab then check Hidden Items
Copy and paste the following into the address bar
%USERPROFILE%/AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets
Right click settings.dat and roaming.lock each,
Rename each respectively settings.dat.bak and roaming.lock.bak
Restart your computer
Open Settings App > Personalisation > Lock screen > click in the 'Background', list box then choose Windows Spotlight.
Option 3:
Open Start, type: regedit
Right click Regedit
Click Run as administrator
Navigate to the following key
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Authentication\LogonUI\Creative\S-1-5-21-826134325-3229497062-2753576501-1001
this will be your first user, if you got more change on all of them:
Double click LockScreenOptions
Change the Value data to 4
Click OK
Exit the Registry then restart.
The key should be here:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\System\DisableLogonBackgroundImage
You can do a search and find it easily without having to type all that stuff in
Option 4:
Do this in regedit.
Go to the following key:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\System\DisableLogonBackgroundImage
Create a new DWORD 32 value called:
lockscreenflags
Double click it then change the value to 3
Restart then check if that works.

Go into the Settings App - Personalisation - LockScreen
Set Background to picture and choose one
Then open Windows File Explorer and paste each of these into the Address Bar
Delete everything in each folder
%USERPROFILE%/AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets
%USERPROFILE%/AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\Settings
Then right click your Start Button, choose Powershell (admin)
Run (copy and Paste) this command and hit Enter
Get-AppxPackage -allusers *ContentDeliveryManager* | foreach {Add-AppxPackage "$($_.InstallLocation)\appxmanifest.xml" -DisableDevelopmentMode -register }
Restart your PC
Go into the Settings App - Personalisation - LockScreen
Set Background to Windows Spotlight
Power to the Developer!
