That's the BIOS level so it's in the Dell firmware. Update the BIOS/UEFI firmware from the Dell Downloads page here using your Service Tag on the sticker on PC:
http://www.dell.com/support/home/us/en/04/Produ.... Make sure to follow the instructions precisely both on the download page for the latest BIOS and in the ReadMe file in installation.
While there make sure you have the latest drivers as well for Chipset, Display, Network, USB, Audio, and all other drivers posted - comparing them with the version presently installed in Device Manager accessed by right clicking the Start Button.
