Have you connected the phone line or external modem?

You may follow the below steps and check.

1. In the search option of the taskbar type “Windows Fax and Scan” without quotes and press enter.

2. Now select Inbox in the navigation pane and read the message from “Microsoft Fax and Scan Team” to send fax.

Please follow the instructions given in the message to send Fax.

Windows Fax and Scan is a program that you can use to send and receive faxes and to scan documents or pictures using your computer. When you receive faxes, you can use Windows Fax and Scan to reply to or forward the faxes by either faxing or e-mailing them to other people.
