shift and ctrl keys not working - windows 10

Neither of my two shift keys nor my ctrl key work on my Acer laptop. I checked that I have the latest keyboard driver. I tried pressing both shift keys simultaneously but this did not fix the problem. The keyboard has only one ctrl key. I tried the alternative keyboard but no luck there either. The touch keyboard does work.

I tried 

  1. control panel > Accessibility Options.
  2. under keyboard there is sticky keys.
  3. Remove the tick and click apply and OK.

but could not find the Accessibility Options in my Control Panel. Also I  do not think I have sticky keys turned on.

This appeared to happen after a Windows 10 update. Cannot revert to previous as this laptop has too little disk space.

Any assistance would be greatly appreciated.

(1) Make a system image. This is always good to have.

     That's at "START, Settings, Update & Security, Backup, Go to Backup & Restore (Windows 7)".

(2)

(a) Ask Cortana for the "Snipping Tool".

(b) R-Clk Cortana's best match, & pin it to the Taskbar.

      It will be a scissors icon. Use it to make pictures, when desirable.

(c) Then, use the "Insert image" icon above your post to post them...

(3) What edition, version & OS build shows, at "START, Settings, System, About"...?...

(4) May as well show us what is at "START, Settings, Apps, Programs & Features, View installed updates"...

...& tell us the date the problem began.

(5) In Device Manager - if no update is available - try un/re-installing the drivers you've got.

     This might undo whatever bad work Windows Update may have done.

(a) Expand the "Keyboards" branch, R-Clk what is under it, & select "Uninstall device".

(b) Do the same for all under "Mice & other pointing devices".

(c) Use Device Manager's "Action" menu to "Scan for hardware changes" - or reboot.

     This will cause the same device drivers to reinstall.

(6) What dates show up at...?...

      "START, Settings, System, About, System Info, System Protection, System Restore"...

You may select them & click "Scan for affected programs" to see what they would do.
