This is a known Photoshop error, it seems to be related to some plugin in Photoshop. This is reported all over the Adobe forums and it seems a clean re-install of Photoshop is required to fix this

First try resetting Photoshop's preferences, double click the Photoshop icon and then immediately press Alt+Control+Shift then confirm the deletion of the preference file - it may take a couple of tries to get the timing of the key presses correct

Otherwise, you will need to uninstall and completely re-install Photoshop. . . .
