Generally with USB flash drives, when you get the 'Please Insert Disk' or 'Disk is write protected' error, the drive is faulty and cannot be fixed, sorry!
A lot of users use flash drives to store data, they really are only for moving data from one system to another as they can work for years or become faulty after very little use . . .

- What troubleshooting steps have you tried so far?

i updated my computer and updated windows as the hardware troubleshooter suggested and that did not work
i tried diskpart and tried going through disk management as admin it does let me pick to change as the above pics show and i have windows 10 64 bit the usb is a monster digital 16gb usb

Since you have already tried possible solutions to the issue, we'd like to further isolate the issue. Have you tried using the USB drive to a different PC and the same issue occurred? At the same time, it can be that the USB drive is not detected by the PC because of a defective port. Have you tried to use all the ports available on your PC?
We'll be waiting for your update.
