Can anyone tell me if I can set a folder in my C: drive to randomly sort the files in the folder if I want to randomize the files at that particular minute?

No, and the file order can't even be changed manually since Win10 has auto arrange enabled by default in Explorer and you need to edit the registry to disable it.

You have to add Auto-Arrange so you can uncheck it.

Note: You have to move items in the parent folder and not a Library.
